Brit Isaac Rayton saw the £200,000-a-week star spot shoals of fish as his family took a seaside stroll – before hiring the luxury speedboat to provide his fishing pitch.
Isaac, 18, from Preston, Lancs said: “Phil walked past and he and his son were staring and pointing at the fish in the water – so he rented a boat.
“I don’t think they went anywhere on it but he was fishing on it and I managed to film the moment he caught one of them but I think he caught three in total.
“There were so many people surrounding the boat.”
Manchester City’s Player of the Year — who scored 24 goals last season — then joined up with the Three Lions’ Euros squad late after playing in the FA Cup Final.
He was seen at Tottenham Hotspur’s training ground yesterday with his club team-mate Kyle Walker ahead of Friday’s friendly against Iceland at Wembley.
Foden is being rested by Gareth Southgate but is expected to star at Euro 24, which kicks off in Berlin on Friday June 14.
