The report makes several recommendations for handling crisis situations like the one at Black Forest Hills Elementary last month.
AURORA, Colo. — A report from Cherry Creek School District reveals police were not called for nearly an hour after an attempted kidnapping at Black Forest Hills Elementary School last month.
The five-page report published this week gives a more detailed account of what happened there on April 19.
The suspect walked on campus at 1:01 p.m. that day. Security video shows him running toward a group of fifth-graders and trying to grab one of them.
The children got away, and he stumbles, drops something, then leaves campus within two minutes. He was arrested later that afternoon at a nearby Walgreens. Police identified him as Soloman Galligan, a registered sex offender. He has been charged with kidnapping and child abuse.
The report says no one called police for nearly an hour. The principal at the time, Amanda Replogle, instead opted to contact school district security. The school district did not make any contact with Aurora Police until 1:59 p.m., when the district’s chief information officer told the assistant director of security to call them.
The report says the school’s communication afterward the incident fell short. Third-grade teachers were unaware of the situation, according to the report, and they took their students outside for their afternoon “brain break” less than 30 minutes after the incident. They were outside for eight minutes.
The report says none of the staff outside at the time saw Galligan approach — they only saw him leave. And no one put the school on a secure perimeter.
In the report, the district says that staff need more training on active supervising, when and how to place the school on a secure perimeter, when to call police, and how to better handle a crisis situation.
The incident caused parents to question the leadership of the school and their response. Replogle, who admitted it was a mistake not to place the school into secure status, has since been replaced with an interim principal. It’s not clear whether she resigned or was fired, or whether she is still employed within the district.
