Vladimir Zhizhin showed up at the woman’s home and work unannounced and initiated unwanted physical contact, court documents say.
FREMONT COUNTY, Colo — More than a year after their relationship ended, a Windsor police officer showed up unannounced at his ex-girlfriend’s house and initiated unwelcome contact including kissing her face and neck, according to an affidavit for his arrest.
Vladimir Zhizhin was taken into custody March 27. The Windsor Police Department said it first learned of an investigation into him by the Cañon City Police Department on Feb. 20. At that time, he was placed on administrative leave.
The department said Zhizhin was hired as an officer in April and was assigned to the patrol division. He remains on administrative leave pending further internal investigation, the department said. He worked at the Larimer County jail before that, according to the arrest affidavit.
He faces charges of burglary, stalking, harassment and domestic violence and is next due in court on April 3.
Investigators initially learned of the accusations against Zhizhin from a sergeant in a different agency. According to the affidavit, the victim told a friend and that friend’s husband, who worked in another department, made a report. It was noted that the victim might not want to pursue the case.
When investigators first spoke with her, she said she didn’t want to move forward because she didn’t want Zhizhin to get fired or arrested and didn’t want to go through the court system.
Eventually, she said she wanted to proceed to make sure his behavior did not continue.
The victim said that during their relationship, Zhizhin had been “emotionally and verbally abusive” but had not harmed her physically, the affidavit says. She said they had broken up and gotten back together several times and that during times they were apart, he had shown up at her work and then waited at her car. She said he also showed up at her apartment without any notice, the affidavit says.
In December, he showed up at her work on her birthday with a large gift. When speaking with investigators, she expressed concern about how Zhizhin knew her place of employment and when she would be there. She said she had no contact with him until Valentine’s Day of this year. On that day, according to the document, she said Zhizhin showed up at her home in Cañon City holding flowers and chocolates.
When she opened the door, she told him he couldn’t be there and said he “pushed” his way inside, the affidavit says. She said he wrapped his arms around her in a “bear hug” and began trying to kiss her in a “very aggressive manner.”
She described asking him to leave and said he refused, the affidavit says. He eventually left after she told him she had a boyfriend who would be home soon, the document says.
The victim expressed fear related to Zhizhin’s behavior and said she had been afraid to leave her home and had cameras installed. She went on to say she was worried he might “show up and shoot her” and made comments that protection orders are just “pieces of paper” and that “if he wanted to show up and kill someone, he would,” the affidavit says.
The woman whom the victim confided in also spoke with investigators. She told them Zhizhin had been in a relationship with another woman and that the other woman quit her job and moved away due to him stalking her.
According to the affidavit, the Larimer County Sheriff’s Office is investigating possible crimes involving Zhizhin in their jurisdiction.
